Canada caves

I see a lot of right wingers saying Canada and Mexico " caved " by saying they are going to reinforce their countries boarders with the US. Where does it say they are stopping illegals and things coming into the US and not just coming into their countries.
I haven't seen anything saying that so if somebody has a reliable link I would like to read it.
