What's interesting is they (mostly black residents of cities), detest any state intervention into running their cities by way of emergancy managers, but they are OKay with state intervention on bailing out their bankrupt schools, getting free state money to rebuild their water lines, and everything else.
So they would have bitched hard if Snyder decided, hey I'm intervening and replacing your water, and doing xyz. So he lets the city council do what they want. THEN they bitch that he doesn't do enough.
