It's just a facile and frankly lazy answer to say it's greedy. That's not imply businesses have never been greedy because they have but in the real world you have to compete and finding the best location to run your business is part of that.

If Pegasus wants to open an ADDITIONAL plant in Texas, no problem.

Shutting down their California facility and firing the employees fucks over every single loyal employee who helped that company turn a profit.
