Yes, Federal law trumps state law.

Its not just up to the enforcement branch. The judicial branch is to review and nullify laws that are unconstitutional or violate federal laws. So far courts have not done a thing (with sanctuary policy). And don't expect the 9th Circus court, to do anything about it.
