What makes you think you need a solution on this? You're a reasonable guy us, the amount of fumes leaked from gas pumping by regular gas consumers is neglible, it does not justify these kinds of draconian equipment purchases that are so big they drive people out of business with many job losses.
All for what to barely fight a problem that more and more scientists agree does not exist?

1) The vapors, whether contributing to global warming or not, are polluting the air. That is bad for our health and bad for the environment as a whole. Regardless of whether or not they contribute to global warming.

2) Requiring upgraded equipment is not a bad thing. That said, I wouldn't do it in this particular environment where the gas stations may have a hard time getting financing to do so.
 
I'm not one for mandates like this. I'm more for massive investment in alt tech.

I'd love to see most of the current stimulus go toward that, personally.

Agreed. That and an upgrade of bridges, levees, dams, roads etc... which really are in horrid shape on the whole.
 
I would not be opposed to the above as long as it isn't a part of one of the idiotic cap and trade plans.


Cap and trade is what we'll get though if anyting. It serves similar policy functions without the "tax increase" political scariness, even though in practice it is a tax increase.
