A scam healthcare website to me would be one that, after hundreds of millions of dollars and years of work, still can't function properly, requires your private information in order to be able to continue into the marketplace, crashes repeatedly and might not even save your information correctly so that your insurance provider can receive it. Oh, and it's not even properly secured!
