Reagan got through massive across the board tax cuts with a hostile Democratic controlled Congress. He also sent a budget with actual spending cuts which completely changed the conversation in D.C. and was the commencement of the Reagan Revolution.

Trump passed a historic tax reform bill without a single democrat vote and in spite of members of his own party opposing him. He’s single handedly, drastically reduced the regulatory burden on small businesses and was instrumental in getting Little Kim to the negotiating table.
And I get the sense he’s nowhere close to being done yet.

Legislative wise Bush did more than Trump. He also did it during a recession. Reagan did his during a severe recession

Reagan started the meme that the government is the problem, not a solution. He was the firsts step in the plutocracy we are headed for. He gave lots of money to those on the top, like all Repub presidents do. He was the first to preach trust the wealthy not your elected leaders. Since Reagan ,the right has pounded that message and the low information voters fell for it.
Trump is floundering along. His tax cut was in the style of Reagan though. Lots more money to the wealthy. Tell the rest it is for them and they will believe it, because they desperately want to. The wealth gap is worse that the Gilded Age, and Trump makes it worse.

the question was about what various Presidents did in their first year legislative wise. Call it whatever you like but we into Afghanistan during Bush's first year. (it goes without saying not all legislation or Presidential actions are good but good or bad wasn't the criteria)
