Yes, that is exactly what he is saying. The troops that undergo waterboarding are not standard infantry troops. They are special forces who need to be able to withstand torture. That is the point of the training.
Every one of our military members who have been thru the training calls waterboarding torture.

I was never waterboarded during boot camp nor during any of my initial training. I would never agree to such a dangerous and useless inhumane act. Therefore, yes, we've tortured our own troops.

Water boarding isn't part of basic training, but for special ops and the like. You obviously didn't do that. Just because you weren't trained that way doesn't equate to torture.
