It was always wrong to BELIEVE it- that's not to say that suspicion wasn't warranted. Actually blaming the Russian state was a dog-whistle for the propaganda maggots. The Russian state had nothing to gain from topping an ex-spy who it had already released from prison. Individuals might commit motiveless crimes- but not states.
