Actually, Nixon sent his plan to consolidate federal agencies that regulated some aspect of pollution into one agency, the EPA. This was approved by Congress in 1970. At the time, the EPA was needed. Since then, it has gone from regulating serious aspects of pollution to hair splitting over minute amounts of "pollution" often from natural causes. That is, it is now insisting the water and air be cleaner than found in nature.

It is true that Nixon sent his Reorganization plan no. 3 to congress and they did approve it in July, 1970. But after the virtue signaling, the Dems refused to act on it. So ...
