The small facility at NYC does not have the staff(or often prisoners), or space to process mail. It is sent to other facilities where it is processed, which sometimes means Virginia. What it never is postmarked is NYC. Someone trying to fake this would make the mistake and send it from NYC.

Well, the story talks about the handwriting experts. You know what I think? I think you are a special kind of stupid, the kind where you want to believe something so badly you willingly convince yourself that mail from the state of NY is regularly postmarked in Virginia and somehow gets out without the information required, and that if you are in a NY prison you write with different handwriting and can mail stuff after you are dead.
