The cartoon imagery does seem to support the racist view.

No. I don't believe his motivation to post that cartoon is consistent with the definition.

It is okay to post a racist cartoon, but that doesn't make you racist? If you are pointing out racism, then no, it would not be racist. However, he specifically said "What type of blacks support Trump?"

He used a patently racist cartoon to describe black people who support Trump. How is it not his motivation to demean black people who vote for Trump?
 
^ Why hasn't he made any "overtures" yet? That doesn't look good for him. His city is 25% black.

Trump doesn't need to score the black vote to get the nomination. I'm not saying he can or will score well with blacks---I'm saying he's made no attempt to. Trump's many critics consistently underestimate him. He's brash, egotistical and etc, but he can also be very persuasive when he wants to be. And he's brash enough to stroll right into Harlem [where he no doubt already knows some people] and talk to blacks when a Cruz or Kasich might not.

It doesnt suggest inherent inferiority so not racist.
 
Is it racist to make black people a monolithic voting block? As though they are not invidually capable to make a decision to vote based on their own unique, and individual reasoning.
