The move could have huge tax implications for Disney, whose series of theme parks have transformed Orlando into one of the world’s most popular tourist destinations, and serves to further sour the relationship between the Republican-led government and a major political player in the state.

The special status, known as The Reedy Creek Improvement Act, was signed into law in May 1967 by Gov. Claude Kirk in response to lobbying efforts by Disney. The entertainment giant proposed building a recreation-oriented development on 25,000 acres of property in a remote area of Central Florida's Orange and Osceola counties, which consisted of 38.5 square miles of largely uninhabited pasture and swampland.

Orange and Osceola County did not have the services or resources needed to bring the project to life, so the state legislature worked with Disney to establish the Reedy Creek Improvement District, a special taxing district that allows the company to act with the same authority and responsibility as a county government.

and roads

Dollars to donuts they'll get carve outs and the cost will shift to the citizens

They had to have a separate funding - since the counties couldn't pay to build and maintain it

In this instance I think it benefits the state to allow Disney to incur all costs associated with running such an empire. Now the state will foot the bill unless they back down and come to their senses during negotiations.

The vast majority of Republicans in the legislature don't even understand the nuances here. They just know 'Fuck Disney'.

The county and city will have to provide those services now. Local taxes are based on property valuation. Disney properties have never been valued because they are a separate local entity. I am sure Disney will dispute every attempt to value their properties for taxation. Disney won't be paying taxes this year since the process involves setting a value and allowing for disputing that value. The locals will be on the hook for all the costs while Disney says, "Go talk to your state government if you don't like it."
