You are exaggerating. What is being said is they cannot guarantee the power and water will always be on. That does not mean there will be no power and water, just that it might be knocked out for days at a time.
We would get better terms from the Russians than the Ukrainians, so would you advocate we surrender to the Russians too? Ukrainians are facing mass executions for "treason" against the Russians if they surrender. That is a nonstarter.
Dehydration is a remote risk. They might have to go days without having water to flush toilets or take showers, but that is different than not having water to drink. If worst comes to worst, there is always snow.
The real danger here is disease spread by not having enough clean water, not a total lack of water. It is still better than being in an extermination camp.

Obvious point, you cannot have mission command if you are run by an oligarchy. The reason the Ukrainians are doing so well is regular Ukrainians are willing to take command. The reason that Russia is doing so badly is because they are ruled by an oligarchy.

The Chinese never would have left so many Chinese citizens in Ukraine if they knew this would happen. There was clearly no Chinese pre-approval. The Chinese are stuck with this mess, but certainly did not chose for it to happen.
They cannot hold their frontlines remotely. If they pull back and bomb Ukraine from afar, then Ukrainians will recapture the occupied territories.
Outside the Crimea, there are very few locals who want the Russians anymore. Without Russian troops in the trenches, it all falls.
Kiev is an hours drive from Russian forces in Belarus. It should have been an easy capture. If the Ukrainians did not abandon Kiev when Russian tanks were driving towards it, why would they now that Russians have no chance of taking it?
