Unless someone can show that Hamas or Putin intentionally waited until Trump was out of office, the timing of those conflicts is essentially irrelevant to who is President in America at any given time. If anything, an argument can be made that Trump's gutting of the State Dept., his "I alone can fix it" m.o., and his consistent appointments of unqualified and inexperienced candidates to key positions laid the groundwork for America to become weaker and less influential on the international stage, opening the world up to more conflicts.
