As a result of repukes and a blue dog or fake democrat, in particular Manchin waging war on Democracy and the eco system which is a blatant threat against the global eco system too, it appears President Biden has no other alternative but to take bold and decisive measures. This is based on his legitimate executive authority at dealing with this serious climate issue and the serious threat the un-American repuke cartel and their fellow seditious blue dogs pose against humanity on Earth and its survival:

KEY POINTS
President Joe Biden on Friday said he will move forward with his own efforts to combat climate change and curb greenhouse gas emissions, a day after Sen. Joe Manchin, D-W.Va., told Democratic leadership that he won’t support the climate provisions in the reconciliation bill.
The comments by Manchin, a key centrist who holds the swing vote in the 50-50 Senate, could potentially sink months of negotiations in Washington over the sweeping policy package and end hopes of Congress passing any major climate change legislation this summer.
Biden did not mention specific climate and clean energy policies but said his actions will create jobs, improve energy security and bolster domestic manufacturing and supply chains."

Tracking Climate Action Under the Biden Administration: Where Has Progress Been Made?

Has the Biden administration embraced key climate action principles?

Inclusive prosperity. The Biden administration embedded climate policy at the heart of its “build back better” agenda to promote prosperity and has specifically committed to advance equity by ensuring that at least 40% of the benefits of its climate policies flow to historically marginalized environmental justice communities.
Follow the carbon. The administration is working to reduce emissions from all major sectors and has specifically focused on transportation and industry in addition to electricity generation.
All hands on deck. President Biden adopted a “Whole of Government Approach to the Climate Crisis” from his first week in office, appointed former governors and mayors to his cabinet and embraced partnership with state and local governments as well as the private sector to advance climate solutions.
At the level of principles, I give the Biden administration full marks. What about specific measures?

1. Commit to cut total greenhouse gas emissions by at least 50% by 2030: Achieved.
In April President Biden set a new national goal to reduce emissions by 50-52% from 2005 levels by 2030 and formalized that in an updated U.S. nationally-determined contribution (NDC, or climate plan) under the Paris Agreement....."

Forget the fact that in our representative government Congress is supposed to make law NOT the pResident.

I would suggest you get on some anti trolling and anti dumbass meds in order to deal with your acute problem of being a self contradicting and fact free nimrod at being intellectually deficient.

So you have no comment on Joe going around the constitution to write his own laws. Got it.

By "democracy", I assume you mean tyrannical rule via oligarchy (or dictatorship)?

and the eco system which is a blatant threat against the global eco system too,
Define "the ecosystem".
Define "the global ecosystem".
Elaborate upon the difference(s) between those two terms as you've used them.

it appears President Biden has no other alternative but to take bold and decisive measures.
LMFAOOOOOO!!!!!!!!!!!

This is based on his legitimate executive authority
The Executive Branch has no authority to legislate, nor to impose tyrannical dictates via pretending that a buzzword is an emergency, nor to regulate/ban any gas/vapor.

at dealing with this serious climate issue
Define "climate issue".

and the serious threat the un-American repuke cartel and their fellow seditious blue dogs pose against humanity on Earth and its survival:
What threat? Republicans (and the rare Democrat who doesn't tow the party line 100% of the time) are Americans too, dumbass.

There is no such thing as "climate change" or "greenhouse gas emissions". Those are made up meaningless buzzwords meant to instill fear into people.
Why are you soooooooo afraid of a mild virus and the weather??

a day after Sen. Joe Manchin, D-W.Va., told Democratic leadership that he won’t support the climate provisions in the reconciliation bill.

Manchin is just stalling (waiting until the "opportune moment"). He said he is "waiting to see July's inflation numbers". IOW, he is merely giving the illusion of prudence (pleasing Republicans atm) but then when July inflation numbers plateau (and even fall a bit), that will "justify" him supporting the spending measure (pleasing Democrats at a later date). That's the way that these Machiavellian politicians operate...

July and August numbers are going to be lower than June's number (as a plateau is occurring atm). Then, in September and October when the farm harvests come in, the prices of everything will skyrocket yet again, even worse than it has to date.

Biden did not mention specific climate and clean energy policies but said his actions will create jobs, improve energy security and bolster domestic manufacturing and supply chains."
IOW, the usual bullshit.

DELETED the remaining meaningless buzzword soup.

All piss and wind, after November Biden will be a lame duck.

Do you have any idea how idiotic that statement is?
No policy but somehow it will work the way he says it will. :palm:
He doesn’t even have to speak to sound dumb.

Brandon can’t/won’t do that. Too dumb even before he went senile. He usually doesn’t even know what decade he’s in, sometimes what century it is. Obama was able to do that (WOTUS , militarization of the EPA) but with pending lawsuits before Trump got elected, who shut all that down.
