Do you think prosecutors are the ones to investigate when someone falsely fills out a 473?

If only prosecutors investigate the the false filings then why is the FBI the ones investigating Hunter Biden? Why is he different from everyone else? It seems Hunter is being treated more harshly based on your reading of prosecutions and investigations.
