If a country is engaged in another country, or even internally, in a guerilla war, the guerillas only win if the other side with a conventional military, etc., throws in the towel. It is rare for guerillas to win when the government doesn't give up. In Vietnam, the US simply never went beyond half-measures with the war there. For all intents, following the Tet Offensive the Viet Cong and Viet Mein were crushed and ineffective. Their attempt at an open conflict destroyed the core of their capability to a point they couldn't recover from. The NVA had to step in to keep the war going.

Korea was a stalemate, and one could argue the communist North lost their bid to take the entirety of Korea. Vietnam? The North wasn't going to win so long as the US remained involved. It took two tries at invading the South after the US withdrew and only then with the lack of political will on the part of the US (a Democrat led Congress refused to fund military aid to S. Vietnam as required by treaty) that the North finally won.
