Yes based on him not being in the WH before Jan 1 2017. But if you knew anything about the Deep state is that it filled with many people who've never been president before or even in government. Kushner's job during the campaign was to set up back channels so if they won he'd already be connected to deep state factions like the Saudi's. Trump has been pushing a lot of military contracts.
back channel diplomacy is not the Deep State. Deep State refers to the bureaucrats run wild
( Comey/Brennan Strzok etc.) and also the NSC types like Vindman who think their views are more important than carrying out POTUS policy

Well hold on now. What about the back channel with Reagan and Iran to hold hostages longer to make Carter look bad? Which then lead to the Iran Contra scandal later in his presidency? The Military Industrial Complex is part of the Deep State.
Trump setting up deals with the Saudis to funnel millions into the GOP then giving them nuclear technology and arms to fight in Yemen - this seems like Deep state business.
If POTUS policy goes against US interest/safety it is any soldiers duty to defy it.
