The claimed intent is to remove non-citizens

no, the claimed intent is to remove from the rolls people who no longer live where they are registered......the imputed intent is to remove non-citizens.....

It should not be acceptable, to anyone, to disenfranchise thousands of voters to fight some phantom problem of non-citizens voting. But, then that is their real purpose.

the only people "disenfranchized" are people who no longer live in the district where they were registered......
