You're arguing that had Venezuela used its petro-dollars to expand its energy infrastructure, it wouldn't have been hit hard by the decline in the global price of oil...the thing you are saying they should do more production of...which would lower the price per barrel...which would lower revenues...which would lower investment.

That's why you can't drill your way to higher energy prices and revenues.

Because global prices determine how much revenues Venezuela gets from selling their oil globally.

I said the disrepair and the lack of expertise caused the production to rapidly collapse.

The state of its infrastructure doesn't matter when it comes to selling the oil because the price per barrel is set globally by OPEC increasing or decreasing the global supply.

The worst thing Venezuela could do for itself right now is increase output and invest in oil infrastructure.

Back when I worked at the largest bartenders school in the world (in The City)...we graduated dozens of students every two weeks or so. There was a time when I knew...probably...200+ working bartenders in the Big Apple. They knew my name...how to greet me...and my drink. (At that time it was Johnny Black with a splash.)

OPEC countries don't unilaterally change the price.

An increase in production changes the price, and OPEC nations agree together to do that. One country cannot do it on their own if they are part of that cartel.

You are the one saying that Venezuela should increase its production by investing petro-dollars into the oil infrastructure. But doing so lowers the global price because you're increasing the supply, and OPEC wouldn't allow it anyway.

Then the country was faced with their fiscal cliff because their primary source of revenue took a massive hit when oil prices declined. The same thing happened in Texas and Oklahoma in 2016.

You cannot drill your way out of lower oil prices.

because their production facilities collapsed and they could not do further exploration because they lacked the expertise and equipment then fell into disrepair

Because Venezuela is an OPEC nation, they do not unilaterally get to decide how much or how little production they will do.

They work in tandem with the rest of the cartel.

So what happens is that if production in Venezuela drops off, it is made up by increased production from other members of the cartel.

Increasing Venezuelan production means other countries in OPEC would have to reduce their production in order to maintain the global price.
