Sounds to me like they are privy to information that is soon to come out about Bannon and they are taking steps to minimize the harm done to the Administration.

Then why wasn't his security clearance revoked and why is does he still retain the same adviser role?

No, McMaster chose to reorganize and Bannon had only attended one meeting. The administration basically didn't think it was necessary to waste a seat on controversy. He still has his clearances, so... There's that.
