Have the NG on the perimeter of high crime neighborhoods to contain it but no law enforcement within that perimeter.
This should satisfy democrats who mostly oppose police and prefer violence in their neighborhoods, and it frees up police officers to protect parks, other public places, and those who prefer police presence.
