I think Pot would probably be a larger revenue source. And, who knows, maybe knocking them down just that peg will give the Mexican authorities the leverage they need.

Easily. Mexico has very strict laws in regards to guns, yet they have a difficult problem with violent crime and gun wielding criminals are still quite common, which is meant to say that prohibiting guns does not prevent criminals from getting them.
