There was no manufacturing facility in California for cybertrucks. No one from California was manufacturing cybertrucks so no one from California could have been offered a relocation package to keep their job building cybertrucks in Texas. The only facility that has built cybertrucks is the facility in Texas. Manufacturing facilities are not headquarters. People that work in the headquarters are not building cybertrucks in the manufacturing facility.
