Suicide is a major concern with veterans and active duty military members.

Getting old mostly. The average age is like 59. An army study that looked just at their ranks since 9/11 found their number to be much lower and the ranks of those who never deployed into combat had a much higher number of suicides than those who had. There are other issues like the percentage of veterans to the percentage of non-veterans is growing so it is not clear if the rates are really disproportional to the population as a whole. The only thing clear is that they are mostly older people which is corroborated by the average age of those who call the hotlines being in the same age bracket by and large. Since this would put them around Gulf War Age and "PTSD" is the step-child of Gulf War Syndrome there may be some link to that particular war. Otherwise it would have to be the age thing.

If non deployed have higher suicide rates the PSTD thing doesnt seem to fit.

If you ignore that a lot of people are claiming that successfully without going downrange because of the stress of their job. We seem to have gone from nobody really has PTSD to everybody has PTSD for political reasons. At the end of the day, the suicide rates thing is something they are having trouble triangulating on. Part of it is that there is so much attached to the 22 number (which was really 18-22 a day) when the methodology in arriving at it was a little sketchy. They took a relatively handful of states to come up with a number, and then applied the number to the whole country. Could be higher in reality. Could be lower. Suicide rates are not as widely and easily discernible as you might would think. Unless it is an obvious suicide by firearm or hanging, the other ones may be hard to detect and classified as accidental overdoses or traffic accidents.
