It's possible, I guess. I just don't see signs propounding the creation of Cartels to control each sector of the economy with government control over production from privately owned companies like the fascists propound. Nazis were both racist and fascistic. Fascism itself is not particularly racist, it is a sick mixture of corporatism and government that believes that corporations exist to serve the Nation itself first and takes control over production and research through Cartels made up of both government bureaucrats and some of the "leaders" of the particular industry making decisions as to how much stuff a company can get and produce. It winds up being a government basically run on nepotism.

Don't forget the bureaucrats... They are instrumental in building the "party" of which you must be a member to even begin stepping into a job, let alone running a company. The mixture of bureaucrat and CEOs that made up the Cartels was always heavily in favor of the government control, more bureaucrats than CEOs. I'm not sure there are such official cartels in Russia currently, maybe not for the lack of trying though. Putin is one nasty piece of work.

This just evinces that you do not comprehend the structure of fascism. The Cartels were direct regulation. The government Cartel directed how much product you could produce, what you could produce, how many employees you must hire to produce, how much you had pay them, etc.

Cartels were not a lack of regulation, it was quite the opposite, and that structure lent itself to the nepotism that I spoke of earlier. When you control what companies controlled by your cartel can produce you can most definitely pick the "winners" along with the losers.
