Exactly. Here's the thought experiment that proves it:

A college charges $100 for a course.

The government comes along and offers students a loan, grant, etc., for $100 to take the course. This, according to government and Leftist thinking will allow those who otherwise can't afford the course to take it. That, they think will make things more "fair and equal."

The college administration isn't stupid. The see that their students can afford $100. So, they set up a program to help those students get the loan / grant for $100 and raise the price of the course to $200.

The college makes out like bandits, which to a degree they are.

The people who can't afford to take the course, still can't afford to take the course. The Left can't figure out why, so they offer $200 of government money to let people take the course...
