As always, the best solutions are the simplest ones.

Let the government funding follow the students to whatever schools the parents determine are the best ones.

The schools that demonstrate they are the best will garner more students and therefore more funding.

Simple. Clean. No fuss, no muss. No huge government means testing or any sort of testing. Just let the parents determine what works best for their child.

Who knows? Maybe the schools that teach the basic skills needed to live and to be prepped for higher education will produce students imbued with the basic skills needed to live and to be prepped for higher education.

NYC has the most extensive school choice system in America, while not a single red state has allowed Blacks to go to all white schools. I am just saying.
