How's he doing this? Biden hiked duties on Canadian lumber up from 9 to 20% increasing the cost of lumber substantially. HUD has increased subsidies for "affordable" housing but only multi-unit (aka apartments) development, particularly 2-4 unit developments (eg., duplexes and small four-plexes).
Then he twisted the screws on trying to eliminate "exclusionary zoning" that favored single-family homes.

Today’s GDP numbers are a confirmation of the historic economic recovery under the leadership of President Biden. They’re also a reminder of Donald Trump and Republicans’ failures to deliver on their economic promises and the hypocrisy of ignoring President Biden’s accomplishments. Republican leaders and Trump were quick to praise the economy at GDP growth of 3% or less, and even promised it would hit 4% and 5%. While they never could deliver that kind of growth, President Biden has.
Donald Trump repeatedly promised 4% GDP growth per year. He failed to get even close:
Donald Trump: “The economy now has hit 3%. Nobody thought it would be anywhere close. I think we could go to 4, 5, and maybe even 6% ultimately. Each percentage point is $2.5 trillion. We are back. We’re really going to start to rock.”
