Philly is classified as a city of the first class and as such, an individual is required to have a 'license to carry firearms' in order to carry an open or concealed weapon when in the city limits of Philadelphia. The law regarding such does make exemptions for law enforcement, provided that they carry a current Municipal Police Officers' Education and Training Program certification, or MPOEATP certificate. So now we come to Philly police commissioner Charles Ramsey, nominated in 2007 by Mayor Michael Nutter in 2007, who came out of retirement to accept the position. To date, Ramsey has not applied for, trained for, or participated in any MPOEATP classes in pursuit of this certificate, yet has done dozens of press conferences while openly carrying a handgun in violation of Pennsylvania state laws. On top of that, according to state law, Ramsey is not eligible to be compensated as a law enforcement officer without that certificate, yet is receiving a salary for this position. Several letters have been sent to the state attorney general outlining these serious violations of firearms laws and all have been tossed aside with outrageous claims that the attorney generals ability to investigate criminal activity is limited by law. Being referred to the district attorney for philly has resulted in stonewalling with non responsiveness.
