I know this woman is trying to push every boundary to get attention but it's almost to the point where she is a liberal playing the caricature of a right-winger. (Click on the link to see her tweets responding to Rubio. I wasn't able to post them.)
I watched the YouTube clip on Rubio's answer here. He was asked a question at a South Carolina rally by a black man who said he supported Rubio but was having trouble getting his (black) friends to join him. He asked Rubio for help in how he should respond. Within that answer Rubio acknowledged problems between the black community and police. That set Coulter off apparently.

Marco Rubio‘s answer to a CNN town hall question about racism in America really bothered Ann Coulter, who said today Rubio’s running an “anti-white men campaign.”
During the town hall, Rubio said that the overwhelming number of police officers are good and doing the right thing, but acknowledged there are communities where minorities and cops have a “terrible relationship.”
He understands there are young black men who feel they are treated differently, and said it needs to be addressed. Rubio talked up ways to improve the lives of struggling minority families, and when asked if he’s ever personally felt “the sting of racism,” he recounted one incident of being taunted, but said his family didn’t want him to grow up to think of himself as a victim.
Coulter, who seriously dislikes Rubio on immigration, reacted pretty negatively to that in a series of tweets in the past few days:
