Loudmouthed or not, the loner losers with a tendency toward violence are the subset to watch. The same AI and algorithms used by Facebook, Amazon and anything with advertising to track consumerist desires can be used to track violence-inclined people. It's not a conviction, it's simply narrowing the field.

I a Stalinist manner. That is, secret police, informants, people ratting on each other, use of political prison camps, etc. Orwellian is far more invasive, where you are being spied on remotely through electronic devices that are everywhere watching and listening to you.
