Shit happens. Floyd wouldn't have been interacting with the police if he hadn't tried to pass counterfeit money (a major felony) and then shoplifted the store when they wouldn't take his funny money. So, you have a person with priors, known to the police to be a dangerous criminal, who is higher than a kite on fentanyl, and is in the middle of committing a serious felony and other crimes, who gets stopped by the police. The fentanyl makes him crazy and he resists arrest. The police try and control the situation. The criminal dies in the process.
