All of the American Underclass spring from one common root, and that is the INABILITY/INCAPACITY to obtain and/or maintain gainful employment - to stay employed in productive work on a regular and continuous basis. They had to be able to plan, to solve complex problems in rapidly changing environments, they need to be able to keep a cool head (self-control) and exercise high-level rational thinking processes and apply clear logic in unexpected crisis situation, they also need good judgement skills and analytical skills. An Officer might be placed in command of 1000 troops, if that officer was a fool, the result would likely be a blood-bath. If The whole Officer Corp was riddled with imbeciles, and mediocre minds then the result would be carnage and relatively swift defeat. Anyway a Harvard psychologist called Robert Yerkes developed intelligence test (earl IQ teats) for the Military and in 1917 some 1.75 volunteer recruits and draftees sat for Yerkes "IQ" test. Of the 200,000 members of the US Army Officer Corps that led troops on the Western Front over two thirds had been selected using Yerkes intelligence test. The American Armed Forces have been focussed on researching and developing "General Intelligence" tests for the past 105 year. for much the same reason as they first began. President Trump will then - having taken the advise of wisest senior counsels - issue an Executive Order that will declare all persons aged between 25 and 75 years of age will be required to take a mandatory, professionally-validated, government - authorised IQ test. The Executive Order will state (amongst other things) that: local testing stations will be established in each state within one month; the IQ tests will require only 15 - 20 minutes to complete that individual tests they will be scored by properly qualified assessors and that every citizen will be confidentially notified of his/her own IQ score within 6 months of completing their IQ test.
SO WHAT IS THIS ALL ABOUT ? WHY SHOULD TRUMP MAKE IQ TESTING MANDATORY FOR ALL AMERICANS IN 2024 ?
The simple answer is that it can provide a justifiable and objective means to radically curb the alarming growth of the "AMERICAN UNDERCLASS" over recent years and eventually, completely eliminate a large percentage of the American Underclass permanently of the the US a large proportion of it. The "American Underclass" places a burden on MAINSTREAM American society that is strikingly disproportionate in relation to its to its size (in the same sense that although Blacks are a minority group, i.e. there are only 14 million or so Blacks in America's total population of over 330,000,000 persons, they commit a shit-load of violent crime, that is WAY out of proportion to their relatively small population). The "American Underclass," likewise, places an inordinate burden on the mainstream tax-payer. In addition the Underclass are a menace, and indeed, often a danger to the members of mainstream American society.
WHO ARE THE AMERICAN UNDERCLASS? - A PORTRAIT

All of the American Underclass spring from one common root, and that is the INABILITY/INCAPACITY to obtain and/or maintain gainful employment - to stay employed in productive work on a regular and continuous basis. I am referring here to the inability to gain and maintain maintain regular employment in even the most basic kinds of blue - collar, work. If you are LITERALLY UNABLE to gain and remain employed in any capacity, then you will have no income. Having no income means that you will be poor, and that you will have to rely on the Welfare state to provide you (and your family, if you have one) with the basic necessities of life. You will be forced to appeal to the Welfare state for a range of social services and resources. There are legion federal and state government Welfare programs in America. Some of the main ones are:SNAP food vouchers; Medicaid - free health care; Housing Choice Vouchers; TANF - cash assistance for indigent families; Head Start - educational program for children from poor families; Child Care Assistance; CHIP - child Health Insurance Program, SSI; Unemployment Compensation, to name but a few. Last year the annual cost of government Welfare was approaching 600 billion dollars. This expenditure places a very substantial tax burden on mainstream America.

CHARACTERISTICS OF THE AMERICAN UNDERLASS
Lets use San Francisco City as an example of a place where there the URBAN UNCLASS are painfully conspicuous.
One of the first things that you will see in San Fracisco is human TURDS scattered across the sidewalks, streets, parks and other public places. If you're lucky, you'll probably walk past someone squeezing out a cable, as you walk through the city. Three is lost of public piddling as well in SF. There are puddles of urine and that unmistakable vinegary-ammonical stench of stale human piss hanging in the air of many districts in the city. Like dogs, the underclass "cock their leg" (as it were) and pee on the base of large, old, iron, lamp posts in that had been erected on the sidewalks of various parts of the city in the past. Recently, while a local grub was piddling on one of these tall, iron lamp posts, it actually keeled over and struck the roof of a passing car. Apparently, this lamp post's base had been piddled on so many times over recent years, that the urine (which contains uric acid) slowly corroded the base of the iron lamp post until it was so rotten that it fell over and stuck this car. The car driver was shocked but fortunately uninjured.
FILTH
Filth in the form of discarded and uncollected human domestic trash is everywhere. Sometimes appears as a surface layer, stewn and stretching across ground, other times it is seen staked up in rotting, communal piles. The rootting food, dirty diapers, etc; and, again the plentiful quantities of human poop and piddle (these piles of trash are also used as "lavatories") soon attract vermin like rats and gross insects like cockroaches. The rats are a particular problem as they carry fleas which have already caused autbreaks oftyphus and even cases of the Bubonic Plague, as well as cholera.
MORAL DEPRAVITY and MORAL TERPITUDE
Amongst the enclaves of the Underclass in San Francisco - and indeed beyond them - individuals can be seen fornicating with either on sidewalks and in public parks in full sight of the passing public (and not necessarily engaged in straight - "Vanilla" sex Not only may you be shocked to see a member of the underclass pooping in the "Fresh Produce" aisle of a Walmart store, you may also witness some degenerate butt-holing his fat, squeezing, pimple-assed girlfriend in the drill section of a local K-Mart. Mothers taking their children to play in public parks are often mortified by the arrival of grubs walking into the area totally nude. In some case they are males with erections or naked men masturbating themselves in open view of the parents and their children. These incidents are reported to the police, but the problem persists as it seems the population of deviants and sexual perverts is too large for the authorities to "get a grip on." Street prostitution is rife in San Francisco, in particular at night, when the noise of pimps and whores arguing with each other makes sleep impossible for many city residents. Prostitutes offer all kinds of sexual service, including straight, oral and anal sex (with or without a condom; many will also perform such acts as urinating and/or pooping on clients (known as a "steamer" in the trade - EUUUW !) who want to pay for these services. Most of the prostitutes are injecting drug addicts and many are infected with HIV, and other STDs like gonorrhoea and syphilis. The fact that some prostitutes wioll allow their clients to pay extra for the option of unprotected sex (i.e. no condom required) means that these sexually transmitted diseases are spread throughout the community. The practice of "Mooning" is relatively commonplace in the Underclass. Mooning is where an adlt person bares their naked botton at a crowd or an oncoming line of traffic- and pulls the cheeks of their buttocks apart to expose their anal sphincter Mooning is intended to signal contempt /disrespect, etc; of the sooner for civilised humanity. There are also "Flashers" - these are individuals who enter a respectable business and then suddenly bare their uncovered GENITALIA at unsuspecting victims (sometimes performing "helicopters" with their penises). "Flashers" are usually - but not always - males and their targets are females and children.
DRUG ABUSE AND ADDICTION
A high proportion of the UNDERCLASS in San Francisco are addicted to drugs. These include: fentanyl,; morphine; heroin; crack/powdered cocaine and methamphetamine, among others. The problem of drug abuse/addiction is beyond the scale of any positive action the city authorities can take in terms of trying to eliminate it. There they offer free drug use apparatus like clean syringes and glass pipes as well as sterile injecting kits, not to mention actual drugs themselves, to minimise the "harms" that can readily accompany drug addiction. Drug addicted persons can often behave in manic, violent and unpredictable ways due to being high (on amphetamine-type drugs) or being in withdrawal from an opioid or opiate drug that they are addicted to. Chronic drug addiction also carries a risk for acquiring serious mental illness like psychoses (e.g. schizophrenia); major mood disorder ( e.g. major depressive disorder; cognitive deficits, and so on.
CRIME
There is a high rate of crime - both violent crime and property crime - wherever a large Underclass exists (such as in San Francisco City).
There is a high rate of violent crime, e.g. homicide (murder), rape, assault, etc, the true extent of which would be unknown, because the authorities in what is left of the straight world - like law enforcement - pretty much keep away from the Underclass. There is no point in their intervening as the scale of the problem with criminality is so massive. With respect to property crime: vandalism, such as obscene graffiti sprayed on private/government is endemic, theft - life - shop-lifing, stealing from from cars, car-jacking, looting, armed robbery, etc; are all sky-high. Much of the property crime is perpetrated by addicts needing money for their next fix- a heroin habit might cost an addict $60 - $70 dollars a day, or simply to obtain basic necessities like food, and clothing due to dire poverty, or goods that can be sold for cash to buy these basic necessities. (caused by being unemployable in any capacity)
THE US MILITARY AND IQ.
The US MILITARY have been intensely engaged in psychometric research, analysis and development for a long time, in particular the scientific measurmenr of intelligence (i.e. the "g"-Factor or General Intelligence. The USAF have used IQ tests since 1917 to measure the intelligence of new recruits. America entered the First World War in 1917 and when President Woodrow Wilson declared war on Germany, the American Military were caught pretty much unprepared. They had to scramble to organise an effective fighting force to sent to the Western Front in Europe. One of the most crucial and urgent tasks the American military faced in 1917 was finding a reliable, objective method selecting the men who would form the Officer Corps. Officers had to be of above average intelligence. They had to be able to plan, to solve complex problems in rapidly changing environments, they need to be able to keep a cool head (self-control) and exercise high-level rational thinking processes and apply clear logic in unexpected crisis situation, they also need good judgement skills and analytical skills. An Officer might be placed in command of 1000 troops, if that officer was a fool, the result would likely be a blood-bath. If The whole Officer Corp was riddled with imbeciles, and mediocre minds then the result would be carnage and relatively swift defeat. Anyway a Harvard psychologist called Robert Yerkes developed intelligence test (earl IQ teats) for the Military and in 1917 some 1.75 volunteer recruits and draftees sat for Yerkes "IQ" test. Of the 200,000 members of the US Army Officer Corps that led troops on the Western Front over two thirds had been selected using Yerkes intelligence test. The American Armed Forces have been focussed on researching and developing "General Intelligence" tests for the past 105 year. for much the same reason as they first began. They need a n accurate, objective and reliable way to measure the general intelligence of recruits in order to help in the process in selecting Officers in the various armed forces (Army, Navy, Air Force, Marines, etc) and also recruits who can be trained for cognitively demanding specialist roles in Military intelligence, and such like.
THE US MILITARY WILL NOT ACCEPT ANY RECRUIT WITH AN IQ BELOW 83 POINTS !!
Here's the astonishing bit. With the benefit of the careful analysis of over 100 years of research, data and practical experience relating to the measurement of intelligence, the ASAF concluded that they could not accept any recruit who scored below the equivalent of an IQ of 83 on their own test of General Intelligence (which is essentially an IQ test). The Military does not call their intelligence test an IQ test, but that is essentially what it is. There is actually Department of Defence legislation that states this...if you have an IQ below 83, you are prohibited from enlisting in the the US Military. This is astonishing. The US Military is a massive organisation and it is pretty much as (cognitively complex as mainstream American society. There are countless different kinds of job and occupations that recruits could be trained to take up within the US Armed Forces: from cook to painter to tank mechanic F-16 jet fighter pilot to Commander of an giant aircraft carrier But with, as I say, the benefit of over 100 years studying "General Intelligence, and in particular how to measure it, the body of work they had collected and thoroughly analysed led them to the conclusion that if you have an IQ below 83 there no no kind of work -NOTHING that you can be trained to do that will not be POSITIVELY COUNTER-PRODUCTIVE. As far as the US Military is concerned you are UNEMPLOYABLE in any part of their organisation. This is all the more astonishing when you take into account the the US Military are alway hungry to enlist new recruits both intimes of war and peace- time (for a number of reasons). They would not turn away a new recruit UNLESS THEY WERE ABSOLUTELY FORCED TO SO So, let that sink in (bearing in mind that the national average IQ of America is about 100)
THE AMERICAN UNDERCLASS AND IQ
If we take the conclusion of the US Military that an adult with an IQ below 83 is unemployable seriously - and there is no good reason we should not, given the wealth of 100 years of scientific research and development experience they have accumulated, some clear implications follow. Firstly the American Underclass are unemployable individuals. The vast majority of the US Underclass are unable to gain and maintain productive employment of even the basic kind. The US Military would predict that the American Underclass would have an IQ score below 83. I think that in the overwhelming majority of cases, this would be correct. That is, if you tested the IQs of each member of a large homeless encampment in San Francisco, you would find that their IQ score were below 85 points (MAX).
POLICY IMPLICATIONS
In adults IQ scores are - conservatively estimated - to be 80% genetically- determined. IQ is also pretty much fixed and stable throughout the life-span. IOW, if you are a 30 year old whitey yank male and you take a standardised IQ test and score 110, there is nothing you can do to significantly increase your score. General Intelligence, the "g"-Factor is highly heritable. That means when stupid people fuck other stupid people and have babies, the babies will be stupid babies that grow up into stupid adults. GOT IT ? And when two, straight, high- IQ people fuck each other they will strongly tend to have clever babies; babies that grow up to be doctor, lawyer, engineers, etc.
My policy proposal is this....wherever a large Underclass population exists in America, the individual, adult (aged 25 years or over) members of the Underclass should be rounded up by the local authorities (perhaps the US Army could play a role here), then they would be required to sit a standardised, professionally constructed and supervised IQ test. Those scoring below 83 would be SURGICALLY STERILISED. This policy is not a PERFECT solution to the extent of social/economic sickness that is blighting America today, BUT is would be GUARANTEED to clean up a LARGE CHUNK (at the very least) of the total problem.
