Well, that certainly didn't help although I doubt few people actually read the Pentagon Papers. The entire Watergate saga was probably more important. Usually major trends are not caused by events but by major societal trends. Around the same time (mid 1960s) as the decline in trust started we also saw increases in crime, drug use, divorce, teen birth rate, and a decline in voter turnout until this reversed in the early 1990's.
