you were correct that THE bombing in Lebanon was of a military installation? BULLSHIT. The United States Embassy in Beirut was bombed by a suicide truck bomber a half a year before the marine barracks were attacked with the exact same tactic.... so not only are you a piss brain, you are a lying piss brain.

And... given the fact that I haven't dealt with the department of state in many years... but infinitely less distant than the time YOU dealt with them, that is for certain - I have no way of knowing how their bureaucracy is set up to deal with internal requests from ambassadors. I can tell you that, when I did have dealings with that department, such decisions were delegated way down the chain to one of the host of undersecretaries focusing on specific geographic areas.
