One way to tell the difference between a Vet and a civilian is whether they have qualities of self-service or not. Tracking terrorists is all about tracking data. My reports and analysis is data. Just one asshole with an opinion. However, if millions of Americans filed such reports (especially digitally), the data can be analyzed for patterns. Areas of interest with "trigger" words. <--- see what I did there? LOL
I strongly doubt my reports are read by some asshole sitting at a desk. My concerns are analyzed and compiled with an eye to looking for similar reports.
In a lot of ways, it's a good example of democracy. People communicating with their government to report possible problems. It's not just the one report or even 100 reports from the same person. It's about a pattern of reports forming around a nucleus.
Computers are very, very good at assessing patterns.
