He's too stupid to understand that criminals can't vote and don't even bother to register. In fact, a lot of low-income ppl do not register because of a belief that juries are drawn from pools of registered voters. They can't afford to miss a day of work to serve on a jury. Urban voters tend to overwhelmingly be women and middle-aged and up.
