So Iran can budget 6 billion less of food and medicine out of their normal budget knowing they have the 6 billion the US is releasing to them. Then they can use the six billion from their budget to financing Hamas. Big deal. Money is fungible.

No, its different. Iran does not fund such stuff from its government assets, it comes from other sources that are limited.
Iran does not generally spend money on food for its people, they grow it or buy and sell it. You will just make anything up wont you?

If they spend the released money for food and medicine they will have more Iranian money left over for terrorists. Everyone knows the whole "you can only spend it on food and medicine" is just plausible deniability.
