When Obama let the Bush Tax Cuts expire on the wealthy at the end of 2012, the deficit was reduced by $400B. That was just taking the top rate back to 39.6% from 35%.

The economy did not boom under Reagan. In fact, we got hit with a recession less than 2 years after Reagan left and had to bail out the S&L's which, until TARP, was the largest taxpayer bailout ever.

In 2015 (last year of data) the top marginal rate was 39.6% and the top 1% paid an average of 24% in federal income taxes.
