It's about what constitutes a living wage. The minimum wage isn't enough to live on. There's something wrong with that picture.

How is that ensured when a roof over one's head isn't affordable with a minimum wage?
Not a power, a reason.
The constitution is carefully crafted. It lists why, then lists the power given the Federal government or the states.
In this case it says that in order to (those three words tell you that the following is a reason) "promote the general welfare" then lists the powers of the Federal government, each of its branches, etc.
General Welfare is not a power, it is a reason that they are granted very specific powers.
