Not a power, a reason.
The constitution is carefully crafted. It lists why, then lists the power given the Federal government or the states.
In this case it says that in order to (those three words tell you that the following is a reason) "promote the general welfare" then lists the powers of the Federal government, each of its branches, etc.
General Welfare is not a power, it is a reason that they are granted very specific powers.
