Section 8 requires States to complete any program the purpose of which is to systematically remove the names of ineligible voters from the official list of eligible voters not later than 90 days prior to the date of a primary election or general election for federal office. This 90 day deadline applies to state list maintenance verification activities such as general mailings and door to door canvasses. This 90 day deadline does not, however, preclude removal of names at the request of the registrant, removal due to death of the registrant, removal due to criminal conviction or mental incapacity of the registrant as provided by State law, nor does the deadline preclude correction of a registrant’s information.
 
It's not a "reasonable effort." That act is full of roadblocks to doing this. It was deliberately set up to sound good and work against removing anyone in practice.
Wow. You just make shit up and then pretend it is true. The law requires a procedure that will be followed that is non-discriminatory. Nowhere does it say that people can't be removed. The Act has verbiage that shows you don't know what the hell you are talking about.

So the law says the state can remove names within the 90 days for the following reasons.
1. At the request of the voter
2. under state law for a criminal conviction or mental incapacity
3. Ineligibility due to:
a. The death of the voter
b. A change of address of the voter confirmed through specific means under the law.

Let me see if I have this right. You are OK with the Democratic Sec of State removing you from the voting rolls the day before the election so when you show up you are ineligible to vote and you can't register on that day? Do I have that right?

But let's go back to where this started -

The only legislation you have presented does NOT keep dead people on the voter rolls. It actually allows for their removal. Do you have any legislation that shows Democrats want to keep dead people's voter registrations? Or are you just so deep in your cult that reality no longer matters to you?
 
No, you don't.
That is what the Nation voter registration act of 1993 does. It prevents voters from being removed from the polls simply because one party wants to do it to disenfranchise the other party. It certainly doesn't require that dead people must be kept on the voter registration list which is what you originally claimed.
 
When people die, they should immediately notify the election commisssion. We know dead people cannot vote. We also know that some small number of people use their dead spouses mail-in ballots to vote. They have been mostly Republican voters. Dead people seem to skip going to the polls, too.It is not a voting problem, but a record keeping problem. It is difficult to justify the expense of expunging dead people from the rolls. You have other tasks for the staff that are pertinent.
