For the general election, at least 30 states plus the District of Columbia have made at least some changes that will make it easier and more accessible for voters to cast their ballots from home. These changes include removing strict excuse requirements or allowing COVID-19 concerns to be a valid excuse to vote absentee, allowing ballot drop boxes, offering prepaid postage on election mail and proactively sending all active registered voters applications to request an absentee ballot -- with some even skipping that step and sending the actual ballots.

The states are: Alabama, Arkansas, California, Connecticut, Delaware, District of Columbia, Georgia, Illinois, Iowa, Kentucky, Maryland, Massachusetts, Michigan, Minnesota, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New York, North Carolina, Ohio, Oklahoma, Pennsylvania, Rhode Island, South Carolina, Texas, Vermont, West Virginia and Wisconsin.

Not true, as SCOTUS consideration of the Pennsylvania case on Tuesday proves, this was the major complaint and basis of the defendant, and it took the Court less than thirty minutes to toss it

If the premise is that voting changes ordered by state courts due to the Pandemic nullifies that election, then any state would be subject to nullification. Even the lawsuit does not claim these changes made trump lose, just that they were unconstitutional and therefore the election should be nullified.

The Pennsylvania case involving Trump in the Supreme Court was not dismissed. It is still pending.

If that is the ruling, the 12th amendment procedure goes into effect. Trump wins.
 
1. State Legislature have the plenary power to set up the timelines/qualifications of the voting/ballots
2.Sec of State can implement the manner of the votes, but only if consistent with legislative intent/rule.
3.Courts cannot over-ride specific legislative intent/rules
