The problem is they are taxed where they are working, then taxed again by the US. Does it save them money to only pay one greedy government, or should they "move to a third world country"?

Reading the article, and the addtional link to another article http://money.cnn.com/2013/10/30/news/us-expat-tax/index.html, most are not considered super rich, just average people working in a foreign country that are trying to do the right thing but because the tax codes are a confusing pile of shit, they are at their wits end.
