It looks like most states allow tattoos with parental consent and the parent present.

Based on your argument, all states prohibit cutting off the breasts of minors since all states require parental consent for medical procedures.
 
A State CAN criminalize an activity in the State, whether the citizens agree with the law or not. You will break the law in that State, if you then do it.

Idaho nor Mississippi can 'criminalize a person who helps you...' gamble in Vegas, when gambling is legal there. They cannot charge your uber driver who dropped you at the casino nor the dealer who dealt you cards. That is NOT how State law works.

And you 'have to pay taxes' because that is your State law and Federal law, that regardless of where you win you must submit to the law of the State and federal gov't and pay your taxes to those jurisdiction.

Again, Idaho and Mississippi law DO NOT say abortion in NYS is illegal, nor do they say 'abortion regardless of where it happens is illegal'. They say abortion in THEIR STATE is illegal. That is the law they passed. One restricting it in THEIR STATE.

So they cannot then apply what is a jurisdictional law, and say it attaches to the citizen no matter where they go. They would have to pass a State law saying 'abortion is illegal for any State resident no matter where you go' which would be assume Federal type powers.

Idaho can pass a law it is illegal to go topless on a beach or in public but they CANNOT arrest a citizen who goes to Europe and tans topless, where it is legal and fine to do so.
