Yes, it really is. i used to work for a Medicare MCO (managed care organization) and I am on Medicare currently. Now it wasn't always this way but that was then, this is now.

But I can tell you that the states fully understand just how unsustainable it really is and its only ACA money picking up the slack that's prevented it from imploding.
