To my mind, the quickest ways to hamstring NK are to cut off or at least severely restrict their oil supplies, impose a cargo ship blockade, cut off all access to foreign banks, punish Chinese banks that deal with the NK regime and ban their airline. Cutting off their oil would have a massive effect on the country especially their military and the other measures would be the cherry on top.
