no big shock here. they do the same thing on big gun rights votes all the time. it's why I tend to just ignore federal law anymore.

certainly, but notice that there is no expectation of the bill passing the house so the senate can pretend that they have done something knowing full well that the house will scuttle the bill

so they can go home to their constituents and say, see we tried, but the house would not cooperate
