Of course the law hasn't changed. Prohibiting people, those convicted of breaking a law, the opportunity to vote for representatives desiring a change to said law will naturally influence whether changes occur.

When did you "adequately" identify yourself? The form to register to vote has a box you check, US Citizen "yes"... Nobody is checking your ID there. Now that you have registered, show up with a copy of a utility bill and vote. With today's technology it would be extremely easy to scan a bill, change the name and address, print it on up... go and vote.
